Abstract:
This Guide is a manual for regulatory analysts using the Business Impact Test or equivalent analysis in consultations designed to obtain business responses to proposed or existing regulations. This Guide is designed for those who are involved in the regulatory process, including informed policy makers, regulatory analysts or business officials. It provides an explanation of how businesses are impacted by regulations, why one should be concerned about these impacts, and how the Business Impact Test can be used to determine and evaluate these impacts.
Canada's Federal Regulatory Policy requires that regulatory programs be structured to maximize gains in relation to costs imposed. When ever possible steps must be taken to ensure that regulations do not impede Canada's competitiveness or the private sector's capacity to generate wealth.
