I. Newbould noted two adjustments to the circulated list of degree candidates: the removal of the phrase ‘with Distinction’ after the name ‘John Stuart Halpine’ on page 8 [but see the Report of the Review Board below]; and the addition of the name ‘Jonathan Wayne Allen, Biology’ to page 9.

J. Read drew Senate’s attention to the exceptional record of graduand Sharon Bewick, winner of the Governor General’s award.

01.05.06 Report of the Review Board
R. Brüning, chair of the Review Board, presented the Board’s report. Categories of cases considered by the Board were outlined and it was noted that the effect of rounding Grade Point Averages to the first significant digit had reduced the number of marginal cases coming to the Board. Details of the following categories were presented with associated recommendations where appropriate:

1. Failure to graduate: nine cases considered; no recommendations;

2. Failure to obtain an intended second minor: two cases considered; no recommendations;

3. Marginal for Distinction:
(a). Moved by J. Houtsma, seconded P. Baker, that Senate act on the recommendation of Faculty Council to grant the degree of Bachelor of Arts, First Class Honours with Distinction to Anamitra Deb.

(b). Moved by J. Houtsma, seconded P. Baker, that Senate act on the recommendation of Faculty Council to grant the degree of Bachelor of Arts with Distinction to Ronald Peter Haskell.

(e). Moved by J. Houtsma, seconded P. Baker, that Senate act on the recommendation of Faculty Council to grant the degree of Bachelor of Science with Honours with Distinction to Christine Elizabeth Baillie.

(f). Moved by J. Houtsma, seconded P. Baker, that Senate act on the recommendation of Faculty Council to grant the degree of Bachelor of Science with Honours with Distinction to Diane Amanda Dickie.

(g). Moved by J. Houtsma, seconded P. Baker, that Senate act on the recommendation of Faculty Council to grant the degree of Bachelor of Science with First Class Honours with Distinction to John Halpine.

(h). R. Bruning noted that the cases of Megan Cameron (GPA of 3.63) and Garry Williams (GPA of 3.06) had been considered also but there were no recommendations from the Review Board. R. Bruning presented the case of Lucie Orlando (GPA of 3.605) noting that while there was no recommendation from the Review Board or Faculty Council, the Board had been split on the case, largely over whether improving grades should be given extra consideration. J. Houtsma moved, seconded J. Bates, that Lucie Joan Orlando be granted the degree of Bachelor of Arts with Distinction. R. Summerby-Murray noted that this was a strong student, particularly in Geography courses, but that Distinction considered a student’s performance beyond a particular programme. P. Bogaard agreed that the issue was one of achieving a high standing across all courses. J. Houtsma noted that the Review Board had considered the improvement in the student’s performance and the wording of the regulation that required a GPA of ‘approximately 3.7'. On question put, the motion
FAILED.

4. Marginal Honours candidates: R. Brüning presented the case of Céline Dujeux. J. Houtsma moved, seconded P. Baker, that the degree of Bachelor of Arts with Honours in Geography be granted to Céline Marion Davidson Dujeux. J. Bates spoke in favour of the motion, noting the strong final performance of the candidate in the honours work. On question put, the motion
CARRIED.

5. Marginal for First Class Honours: R. Brüning presented the cases of Abigail Porter (GPA of 3.61), Alexander Willis (GPA of 3.61) and Laura Lundquist (GPA of 3.59). No recommendations were forthcoming.

I. Newbould thanked the Review Board and its chair for their work and the clarity of the report.

01.05.07 Report of the Committee on Committees
J. Read presented the Report of the Committee on Committees as circulated (a copy is attached to the file copy of these minutes).

Graduate Studies: The Committee on Committees nominated S. Duffy to fill the vacancy, with a four year term 2001-2005. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and S. Duffy was declared acclaimed.

Continuing Education: The Committee on Committees nominated J. Ollerhead and R. Sealy to fill the vacancies with four year terms 2001-2005. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and J. Ollerhead and R. Sealy were declared acclaimed.

Academic Matters: The Committee on Committees nominated P. Bogaard to fill the vacancy witha four year term 2001-2005. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and P. Bogaard was declared acclaimed. K. Hamer reminded senators that the three academic deans sit on this committee.

Committee on Teaching: The Committee on Committees nominated R. Lapp and R. Hempel to fill the vacancies with two year terms 2001-2003. With consent of the nominee, D. Tokaryk nominated J. Rogers to fill the remaining vacancy. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and R. Lapp, R. Hempel and J. Rogers were declared acclaimed.

University Planning: The Committee on Committees nominated A. Fancy, R. Polegato, and R. Hawkes to fill the vacancies with three year terms 2001-2004. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and A. Fancy, R. Polegato, and R. Hawkes were declared acclaimed.

Library Committee: The Committee on Committees nominated J. Burns and A. Walsh to fill the vacancies with four year terms 2001-2005. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and J. Burns and A. Walsh were declared acclaimed.

Scholarships and Bursaries Committee: The Committee on Committees nominated N. Farooqi and S. Wetmore to fill the vacancies with four year terms 2001-2005. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and N. Farooqi and S. Wetmore were declared acclaimed.

Agenda Committee: The Committee on Committees had no recommendations to bring forward. I. Newbould asked if there were any nominations from the floor. Failing to see any, filling the vacancy on this committee was deferred until the new academic year.

Admissions Committee: The Committee on Committees nominated M. Blagrave, R. Majithia and L. Michaelis to fill the vacancies with four year terms 2001-2005. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and M. Blagrave, R. Majithia and L. Michaelis were declared acclaimed. J. Read obtained Senate’s assent to allow the acclaimed members to serve on the committee before 1 July.

Academic Judicial Committee: The Committee on Committees nominated D. Torrance and E. Cross to fill the vacancies with two year terms 2001-2003. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and D. Torrance and E. Cross were declared acclaimed.

Academic Appeals Committee: The Committee on Committees nominated H. Sebkhi to fill the vacancy with a two year term 2001-2003. K. Hamer noted that the nominee currently held a term appointment that ended before the length of the intended committee term and J. Weiss asked that the nomination be revised to refer to a one year term. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and H. Sebkhi was declared acclaimed for a one year term 2001-2003.

Summer Judicial Committee: The Committee on Committees nominated R. Sealy to fill the vacancy for the summer of 2001. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and R. Sealy was declared acclaimed.

University Appeals Committee: The Committee on Committees nominated L. Ricker to fill the vacancy with a two year term 2001-2003. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and L. Ricker was declared acclaimed.

University Judicial Committee: The Committee on Committees nominated E. Naylor to fill the vacancy with a one year term 2001-2002. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and L. Ricker was declared acclaimed.

Review Board: The Committee on Committees nominated N. Farooqi to fill the vacancy with a 3 year term 2001-2004. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and N. Farooqi was declared acclaimed.

University Student Governance Committee: The Committee on Committees nominated T. Craig to fill the vacancy with a three year term 2001-2004. No further nominations were received and K. Hamer moved, seconded by P. Baker, that nominations cease. The motion carried and T. Craig was declared acclaimed.

Ad hoc committee to review the honours programmes: The Committee on Committees nominated C. Pollock, R. Langler, M. Beattie, P. Bogaard, W. Wilson, B. Campbell and F. Strain to constitute this committee. It was suggested that the committee should include an academic dean and P. Baker was added to the list of nominees. No further nominations were received and K. Hamer moved, seconded by P. Ennals, that nominations cease. The motion carried and the members listed above were declared acclaimed.

01.05.08 Election of new members to the Committee on Committees
The Secretary circulated a ballot containing the names of those nominated to fill two vacancies on the Committee on Committees. As a result of the ballot, Catherine Baker and William Godfrey were elected.

01.05.09 Strategic Plan Annual Report
I. Newbould reported on the progress of implementing sections of the Strategic Plan. A report for presentation to the Board of Regents will be available on the web.

01.05.10 Announcements
P. Ennals announced that Dr. Douglas Campbell and Dr. Steve Westcott had been awarded Canada Research Chairs. K. Hamer announced that Thaddeus Holownia had been granted a Fulbright Scholarship. I. Newbould reminded Senators about the events of Convocation.

01.05.11 Other Business
P. Ennals reported on the creation of the Coastal Wetlands Research Institute and briefly outlined the institute’s mandate.

R. Summerby-Murray read correspondence between the Secretary of Senate and J. Read regarding the referral of a matter of business directly to the Academic Matters Committee. J. Read thought it inappropriate that the Agenda Committee had referred the motion directly to a standing committee given that notice of motion to introduce the matter at Senate had been given at a previous meeting. J. Stewart agreed and moved, seconded J. Read,
that students must obtain a grade above a D+ in all courses listed under prerequisites to fulfil this requirement, or receive permission of the department.
P. Ennals argued that this was an important matter concerning students and it would be inappropriate for a decision to be made at this meeting without further consultation. P. Ennals moved, seconded P. Bogaard, that the motion be referred to the Committee on Academic Matters. C. Pollock agreed that the discussion should be deferred to a later date and P. Ennals noted that a similar issue had been considered at Academic Matters for some time and it might be possible to arrive at a recommendation. J. Read noted that the intent of the original motion was simply to slightly amend the grading system and not not to address all minimum GPA requirements. Nevertheless, he agreed that it may be useful to refer the matter. J. Stewart attempted to withdraw the original motion but was ruled out of order as there was a subsequent motion on the floor. With the question put on the motion to refer the issue to the Committee on Academic Matters, the motion

R. Summerby-Murray read into the Minutes a letter from G. DeBenedetti regarding his decision not to accept the honour of professor emeritus (copy attached to the file copy of these Minutes).

P. Ennals moved an expression of thanks to I. Newbould for a successful ten year term as president and Chair of Senate.
