 Quorum
 
Section 24: Fifty percent plus one of the Senate members eligible to vote shall constitute a quorum for meetings of the Senate. For a special meeting of the Senate held from and including the month of June to and including the month of August, ten members eligible to vote shall constitute a quorum.
 
 Voting
 
Section 25: Questions arising at any meeting of the Senate shall be decided by a majority of votes and every Senator present at the meeting and entitled to vote shall have one vote. The chairman of a meeting shall not be entitled to vote upon any questions arising at the meeting except in the case of a Tie vote in which case he shall be entitled to a casting vote.
